Can't detect it with Raspberry Pi 3 with W10Iot core

I have a Raspberry Pi 3 with Windows iot 10 core and I can’t detect it but when I start with the Raspberrian it detects it.
Any ideas?

Flower power the microcontroller using a Texas Instruments, CC 2540, I think you need to connect http://www.ti.com/tool/CC2540EMK-USB
