Maneuvering the drone via a website (application) by own made api

Is it possible to make some form of api to a website, so for every user with a physical drone (Bebop 2), the developer compiles the application, as it would be through a smartphone, and when the user writes or clicks on input fields, e.g. an input field takes the right command, something like moveBy() in Python, then this registers and makes the drone move to the right? Like you were using Olympe in shell with ipython.

Else, how does it work with mobile sdk for example Android, can this be achieved with Python also?
